Abstract

Bali has experienced significant tourism growth over recent decades, establishing tourism as a major driver of the regional economy. However, this development has also generated socio-cultural tensions, environmental degradation, and disparities in spatial utilization. Issues such as overtourism, traffic congestion, community displacement, and cultural erosion highlight the challenges of achieving sustainable tourism development. In response, quality tourism has emerged as an alternative approach emphasizing tourist satisfaction, economic sustainability, and improvements in residents' quality of life. This study aims to evaluate the conformity between regional spatial plans and existing tourism development patterns in the Sarbagita metropolitan area, where rapid urbanization and tourism expansion have intensified spatial transformation. A quantitative spatial approach, grounded in regional growth and location theories, was employed through urban zone identification and spatial overlay analysis using primary and secondary data. The findings reveal that built-up land is predominantly concentrated in the southern and central corridors, with most land utilization conforming to the designated spatial plans. Nevertheless, spatial discrepancies remain, including undeveloped land designated for settlements and transportation, built-up areas within agricultural and buffer zones requiring further permit verification, and limited development encroachment into conservation zones. Tourism attractions and supporting facilities exhibit spatial concentrations corresponding to major built-up areas, although these associations do not establish causal relationships. These findings underscore the importance of strengthening spatial planning enforcement, controlling development in environmentally sensitive areas, and promoting quality tourism diversification based on regional carrying capacity. Such measures are essential to reducing spatial development disparities and supporting more balanced and sustainable tourism development in Sarbagita.
