Abstract

Coastal tourism development requires spatial planning that balances tourism use, ecological functions, and community access. This study maps tourism components at Jimbaran Beach using the 4A+1C framework, comprising attractions, accessibility, amenities, ancillary services, and community involvement, and evaluates their spatial suitability through core, buffer, and service zones. A descriptive qualitative design was combined with field-based spatial mapping. Data were collected through purposive interviews with selected informants, spatial observation and geotagging, and document analysis. Data validation was conducted through source triangulation, methodological triangulation, and field-based spatial verification. The findings indicate that Jimbaran’s coastal tourism system is strongly supported by seafood gastronomy and fishing-related activities, within a broader institutional context involving customary and community organizations. However, commercial activities and visitor circulation potentially overlap with ecologically sensitive and publicly shared coastal spaces. The analysis identifies potential spatial pressure in areas conceptually classified as the core zone, internal-access bottlenecks, uneven provision of public facilities, and potential functional overlaps among core, buffer, and service zones. The study therefore proposes adaptive tripartite zoning based on temporal use of space, improved pedestrian and logistical circulation, and a gradual transition toward low-impact, non-permanent coastal facilities. The study contributes a community-sensitive spatial planning approach for mature coastal destinations in which tourism, livelihoods, culture, and ecological protection compete within the same limited space.
