MENGAPA EKSPORTIR INDONESIA MENOLAK PENGGUNAAN LETTER OF CREDIT (L/C)?: SEBUAH STUDI KASUS TINDAKAN BERALASAN DI PT. MACRO

Abstract

Studi kasus ini berfocus pada alasan yang mendasari rendahnya minat eksportir Indonesia dalam menggunakan metode pembayaran Letter of Credit (L/C).  Data yang dikumpulkan melalui teknik wawancara dianalisa menggunakan Interactive Model dengan 3 tahapan yaitu Data Condensation, Data Display dan Conclusion Drawing and Confirmation. Temuan penelitian menunjukan bahwa penolakan metode L/C oleh eksportir Indonesia terjadi karena adanya niat dan norma subjektif untuk menghindari pengorbanan sebagai akibat dari Time & the Complexity of L/C Proses seperti konsisten dengan konsep kelemahan transaksi metode L/C, oleh karenanya tindakan menoak penggunaan L/C tersebut dapat dikatagorikan sebagai aksi atau tindakan beralasan seperti yang dikonsepkan dalam Theory of Reason Action. Time & the Complexity of L/C Proses memang benar dan nyata dialami oleh eksportir Infonesia dalam bentuk Kerumitan Prosedur KYC dan Approval L/C, Keharusan Membuka Rekening Giro Sebagai Persyaratan L/C dan Kurangnya Profesionalisme Petugas Bank. Untuk itu, penyederhanaan poses dan mempermudah persyaratan L/C oleh Bank Beneficiary dan Regulator di Indonesia penting untuk dilakukan, untuk meningkatkan minat penggunaan L/C oleh para eksportir.

 

This case study focuses on the reasons underlying the low interest of Indonesian exporters in using the Letter of Credit (L/C). Data collected through interviews was analysed using the Interactive Model with the stages of Data Condensation, Data Display, Conclusion Drawing and Confirmation. Research findings indicate that the rejection of the L/C method by Indonesian exporters occurs due to the intention and subjective norms to avoid sacrifices as a result of the Time & Complexity of the L/C Process as conceptualized as a weakness of the L/C method, Therefore, the act of refusing the use of L/C as method of transaction can be categorized as a reasoned action as conceptualized in the Theory of Reason Action. Time & the Complexity of L/C Process is indeed true and real experienced by Indonesian exporters in the form of Complexity of KYC Procedures and L/C Approval, the Requirement to Open a Checking Account as an L/C Requirement and Lack of Professionalism of Bank Officers. Therefore, simplification of the process and simplifying L/C requirements by Bank Beneficiaries and Regulators in Indonesia is important to do, in order to increase the exporters interest in using L/C.
