Abstract

Tourism policy in Indonesia is dispersed across sectors and levels of government, yet it is unclear how research on it is organised. This study maps English-language, Scopus-indexed research on tourism policy in Indonesia. A policy-focused query retrieved 612 articles and reviews on 2 April 2026. Screening of all titles, keywords and abstracts retained 377 eligible studies published between 1997 and 2026, which were analysed with a documented R script and VOSviewer; policy depth was coded by the author for 129 eligible studies. Annual output grew from 9 documents in 2016 to 81 in 2025, and the 377 documents are spread across 206 sources, with 28.1% of them in the eleven sources that published at least five documents. Sustainability vocabulary is more frequent than policy vocabulary in author keywords (41.4% versus 32.2% of documents with keywords), and the four policy terms in the co-occurrence network rank between tenth and twenty-ninth of 31 by total link strength. An estimated 22.7% of studies analyse an existing policy as an object of study, 62.9% treat policy only as implications, and more than half of the substantive studies carry no policy keyword. Policy is thus common as a recommendation but less often the object of analysis, and keyword maps alone misclassify policy research in both directions. Future research could examine policy design, implementation and evaluation directly, and bibliometric studies of policy fields should combine keyword mapping with screening and content coding.
