PRAKTIK AKUISISI BAHAN PUSTAKA BERBASIS KEBUTUHAN PENGGUNA: STUDI KASUS PADA PERPUSTAKAAN DAERAH PROVINSI SUMATERA UTARA

Abstrak

This study examines the library material acquisition process at the North Sumatra Provincial Library by highlighting four key components: community analysis, collection policy based on material types, selection procedures, and acquisition methods. Using a descriptive qualitative approach, data were collected through observation and interviews with librarians involved in acquisition and collection processing. The findings reveal that community analysis is carried out by identifying the diverse characteristics of library users, including children, teenagers, adults, seniors, and users with special needs. The acquisition policy categorizes materials into Indonesian and non-Indonesian collections, Sumatra Utara local collections, children’s collections, youth collections, senior collections, disability-access collections, and foreign publications. The selection process employs several tools, including user surveys, desiderata lists from publishers or bookstores, loan statistics, and the library’s annual priority framework. Acquisition is conducted through purchasing, donations, exchanges, media conversion, and in-house publications. Overall, the study shows that the library implements a structured, user-oriented, and policy-based acquisition process that supports its role as an information center and a place for lifelong learning.
